Boy, looks like you are really wanting a HID system badly.
A member from Saskatchewan got a set of BMW M3 HIDs. I asked him a while ago and this is what he told me he got.
I got the complete set, from ballasts, bulbs, ignitors..etc..everything , even the projectors, but I didnt put the projectors in cuz I dont want to start cutting my headlight apart..
It was roughly about 300 USD after taxes and customs..
There are no kits made for an Elantra that will fit within our housing without modifications. I've looked around and there is a guy from Canada selling HID kits on HyundaiPerformance.com but they are around $300 as well.
I went with a pair of H7 SilverStars and am very satisfied with them. Got them from Canadian Tire for ~$30 a bulb.
Btw, don't forget to sign into the Canadian forum and introduce yourself a little and your car.

I buddy of mine used a kit like this one http://cgi.ebay.com/ebaymotors/HID-KIT-CONVERSION-XENON-LIGHT-9000K-Hyundai-Elantra_W0QQcmdZViewItemQQcategoryZ36476QQitemZ800 3672686QQrdZ1QQsspagenameZWD1V
in his car and it was easy and the bulbs mount into your stock bulb holders. good luck with everything.
