Will 17x7 38mm off set work with 205/40-17 with no rubbing?

from what I have seen around here so far they should be ok! If I am wrong someone please correct me!

With 205/40-17, you'd be fine. If you were to get some bigger tires later on, you might have issues -- but you could always roll the fender if you have to.
