every time i resize the photo then save it...it always comes back being huge!! i dont get it! its annoying as all hell!

I'm running a screen resolution of 1920x1200 and that picture is HUGE to ME.
And resize it using the stretch/skew option in MSPaint. Drop that baby down to 25%!
