Spoilers....

Everyone is dead. Silent Hill is a purgatory for all those in it. Until Sharon came, the demon could not enter and revenge itself. Sharon made a deal with the devil to get Rose, at whatever cost, unfortunately, sounds like she gave her soul. After everyone is killed, and sent to heaven (notice how there are no bodies.), Sharon, Rose, and the orig mother are left in purgatory. My thought is that the evil Rose finally merged with the good Rose to form one whole Rose. This keeps Rose, Sharon (who gave her soul), and the orig mother in purgatory.
