I assume many of the after market pedals are made out of aluminum. Do they fit over the factory rubber pedals or do they also come with rubber fitting underneath?
I am also curious if they are slippery during rainy or snowy conditions and your shoes are moist underneath. I assume they would. What is the traction like?
Are they really only for looks?

Since you have a pre-04, the OEM tiburon aluminum pedal set fits. They have little rubber grips so slipping shouldn't be too much of an issue. The gas pedal slips right over the stock, you have to remove the rubber of the brake/clutch pedals and the tib brake/clutch covers fit on the same way.
Not on my Elantra, I have APC cheapo covers for my other car, cuz the dinky stock pedals were way to small for efficient heel-toe action. They were on sale at Crappy Tire, clip on with screws directly over the gas, and over the stock rubber covers for the brake and clutch. They have circular rough grips and a grippy rubber insert, grippier than stock. I'm sure that if you get ones that don't have gription, then sure they'll slip.

I've had the tib one and now I have the momo ones, and they're ten times better, wet or dry.

I found that factory rubber made too much grip under rainy conditions and esp. on the clutch pedal you could feel the ''squeeeeeek'' everytime...
With the tib pedals, the amount of rubber is just perfect! (and it looks hot)

The rubber on them sticks out a little but there more for looks.They look 100% better than stock pedals

I got my tib ones from the dealer, and since I have an 04, I had to change the gas pedal assy. Still, it was an easy install.

Installed the tib pedals from ebay $36 i love them, came with the dead pedal. 2 minute install

i have razo pedals, i like them cuz they aren't stereotypical covers, but actually drilled into the pedal itself (more hassle than tib pedals for install) but I love them, and they look awesome

The dealer probably charges more than $30 bucks though no? I saw RAZO ones at one dealership for around $60-$70... that's gay.
EDIT: I checked up with the local dealership and they have the Manual pedals for $22 CND and the dead pedal for $22 as well. LOL what a scam, but I guess I'll snatch them up.
