Here are the steps to doing it. I hope this will be able to help some of you in your future installs.
First thing you will need to do is order the lights, factory multi-function switch, the factory relay, and two connectors for the light bulbs. Buy the following wire: 12 ga. yellow (20 ft.), 12 ga. Green (4 ft. should do), 16 ga. red (6 ft.) and 16 ga. black (20-25 ft.)
I started with wiring in the relay:
Go to your local dealer, and ask them if you can buy four connectors out of their Hyundai Wiring Harness Repair Kit. You will need 2 of the 1/4 inch female connectors, and 2 of the 3/16 female connectors.
Open the relay center, and you will see the spot for the factory foglight relay. Take out the two 10mm bolts holding in the relay center, and take off the back of the box by releasing the five or six clips. You will now see all of the massive wiring harness that goes into the car! Anyway, locate the four open slots in the back for the factory relay.
The relay will be labeled with the following numbers on the terminals. 85, 86, 87, and 30. I will tell you where each of these goes in a minute.
Take the first 1/4 inch connector and attach it to a short length of the 12 ga. yellow wire. Plug it into one of the large slots, and run the other end to the large white wire that is bolted to the main fuse in the corner of the relay center. (This wire is connected directly to the battery). Connects to terminal 30 of the relay.
Take the other 1/4 inch connector and attatch it to the rest of the yellow wire. Plug this one into the other large opening in the relay box. This will run down to the foglights. Connects to terminal 87 of the relay.
Take one of the 3/16 connectors and attatch it to the 16 ga. red wire. This will run down to the driver's side sidemarker light. Splice into the power wire of the sidemarker. Connects to terminal 85 of the relay.
The other 3/16 connector should be wired to the 16 ga. black wire and run into the car. This will ultimately go to the multi-funtion switch, but we'll get to that. Connects to terminal 86 of the relay.
Now the relay is wired.
Running power to the lights:
Take the 12 ga. yellow wire coming from terminal 87 of the relay and run it behind the headlight down to where the foglight will be. Wire this to one of the pig-tails you got to plug into the light. I used a t-tap to splice into this 12 ga. yellow wire so I could run the rest of the 12 ga. yellow to the other side of the car for the other foglight's power. Connect this to the other pig-tail. Now you have the power run to the lights. To complete this step, find a likely spot to drill and bolt down your grounds for the lights with the 12 ga. green wire you bought. Make sure you scrape the paint off of this area before connecting the gorunds. Power to the lights is complete.
Wiring the multifuntion switch:
You will need to remove the cover of the steering wheel, and remove the old multifuntion switch. Now look at the wiring if the switch. You will need to bring the 16 ga. black wire you ran into the car up the steering column now. This end will be connected to terminal #12 in the connector. Take the extra 16 ga. black wire and connect it to terminal #13 in the connector and run this wire back down the column to a solid ground.
http://www.hmaservice.com/xml/graphics/et/etke009y.gif
There will be wires already connected to both of these terminals in the harness. One of them (the yellow wire) is looped to terminal 10. I just cut both of these wires. One is yellow, and the other is green. I did testing before I cut them, and everything still works. Once the ground is connected under the dash, the system should work. The whole purpose of this wiring is to complete the ground for the relay.
Wiring the lights this way will let the fogs come on with the parking lights and stay on with the headlights (high and low). It seems like a lot of work, but it will look completely factory when you are done. As long as you hide the wires well, and use some convoluded wire loom to run the wires in. I will try to take some pics of the wiring tomorrow. It is dark outside right now.
I hope this helps!!! :D
**UPDATE**
Here are some night pics taken with the help of an LED Flashlight. I hope you can make some sense of them.

I am no southpawboston, but I can usually hold my own.
This is great and Im sure it looks awsome. You did alot of hard work. It's just too much hard work for me as Im no electrician. so thats why I took the easy way out and wired to the sidemarkers...
I salute your sweat and tears.

04elantracvvt,
Does this DIY tap into the foglight "on" light on the cluster?
And when the "multifunctoin switch" is mentioned, do you mean the "front foglight switch" built onto GTs?

Just get the factory lights and an aftermarket wiring harness and install that ... much more simple and the switch can be mounted to your blank next to the instrumentation dimmer rheostat. It'll cost you a lot less as well.

I guess I am missing something. On the 01 GLS how does the grille in the fog light opening come out? I searched and found all the posts about wiring but can't seem to find anything on this.
Tnx Fred
they are held in by two screws on the back of the blanking

Correct. The passenger side is pretty easy to access, but the drivers side can be a little tight.
It may be easier to take off the front bumper, depending if you are up to the task.

On a 02, the fillers come out very easy (do not believe the Hyundai tech notes). The fillers are only held in by two screw through the skin into the filler. Look behind the filler. The screws are on the top. All you need is a phillips sideways screwdriver or a phillips socket on a socket wrench. If the car is up about 4 inches (or overhanging a curb) it is a breeze. I replaced both in about 15 minutes (total) one day with the car overhanging the curb (PS The curb was safely on my property not the street)when I came home from work. I haven't had a chance to do the wiring yet myself.

Hi, Can someone tell me the cable assignment for the Rearfoglight switch.
I'm talking about the switch which is next to the "Cluster lighintensity adjuster".
There are 6 Kables coming out. Red Blue Yellow Green Black and Black/White.
Would like to know which carries "permanent Power", "Ground" and which one can be connected to an Auxiliary. Would appreciate any help. Its kinda urgent.

daxwert, i doubt most people here will be able to help you out with your question. US models do not come with rear fogs, and i'm not sure if the canadian models do either. i suspect they do not, meaning all north american elantras lack the rear fogs. we just have a blank switchplate where the foglight switch goes, and i know for a fact that the wiring isn't there either. sorry i couldn't help!

Assuming I can follow the process from beginning to end will the fogs follow the same principle as the headlights to turn off when the ignition is turned off ?
The only change I wanted to make was to run a switch to one of the blank insert panels next to the interior light dimmer switch. Any tips on finding a factory like switch that could operate like the hazard switch (nice ez push in/out)
I am fairly new to 12v electronics and but I could wire a house with no problem ... go figure
Thanks,
Brad

I'm finally doing mine (or at least I'm in the middle of it), and I'm using the mutliswitch with the fog light controls on it. Seems to be the most stock looking way to do it.
You could possibly get one of the Korean buttons and use that in place of one of the blanks.

If I do it with the multifunction switch does that all come in the OEM 3-piece kit that I keep hearing about or do they provide another switch for a blank plate. I assumed they provided a blank plate button but might well be wrong.
Also where can I get/look at the OEM 3-piece Fog Light Kit. I was on HyundaiUSA.com and couldn't locate in the accessories or in the parts finder anywhere...
Thanks,
Brad

You can buy the lights (no wiring or switch) from Dreamka4u, kSpec, etc.
Then, buy the multifunction swith from the dealer. It totally replaces your current light, turn signal stalk. Looks 100% OEM. I'll take pics tonight.

Apparently the dealer wants to charge me $19 for the black relay... that can't be right? The parts guy was about 25 and it didn't seem like he knew what an Elantra was.
Help?

Hey, 40 elantra cvvt,
I know I'm late getting to the party, but will these wiring directions work for the 2003 GLS? It sure is easier than what I did.
Also, anyone looking for the GLS fog light kit, there was a Hyundai dealer (guelphhyundaiparts) on eBay from Guelph, Ontario, Canada, selling the kits from time to time. Last time was Dec. 2005. Kit includes the OEM fog lights, wiring, switch, etc. Cost for the kit was $70 plus shipping to the US (probably $25). Not sure if the switch is the same one described by 40 elantra cvvt. I did talk with the guy a while ago about the switch, but his people couldn't assure me if the switch in the kit would work in US Elantras.
Like someone said, removing the fog light cutouts can be a real job. The right cutout came out fairly easily, but the airbox behind the left one forced me to give up and take it to my mechanic. I paid him a few bucks and he removed the left cutout and installed both fog lights in about 15 minutes time.

the hardest part is gettin the wires through the firewall...
I'm at the same point with my 05... How *do* you get the wires in through the firewall. I'm aware that some people run amp wires around to the side cowl and bring them in under the weatherstrip, but that just doesn't strike me as smart... mashing the wires every time you close the door. I can think of three alternatives:
1. Find a way to snake the wire through the firewall with the main vehicle harness. After some checking I'm tempted to see if I can poke a coat hanger through from the inside out (with the tip bent over so it doesn't tear up the wiring). Even with precautions, though, I'm afraid of damaging the harness, which is a very expensive repair.
2. Finding an alternate route.... maybe with the accelerator cable or brake master cylinder. Both of those look like they would also pinch the wires.
3. Drilling  through the firewall. There is an area to the left of the brake master cylinder assembly where there is a hole in the felt on the engine compartment side as if something should be mounted there (maybe part of ABS, which I don't have) and there is a corresponding cutaway on the inside matt. That area looks promising. Could either drill a hole and use a standard size grommet, or goop it up with silicon caulk.
4. Finding alternate wires that run from the engine compartment into the passenger compartment that can be hijacked. Since I don't have ABS, I wonder if there are any wires associated with that which aren't being used?
A couple other thoughts: There is a relay slot in the engine compartment fuse block labeled "F/FOG" that is right next to the Fog Light Relay. The forward rail of that whole row of fuses is hot and the other side is blank (if you don't have factory fogs). You can connect a wire there and run it to the relay for the main power, and use a 15 A fuse (according to the fuse block diagram).
Pin 4 of connector EM02 (the one on the right below the hazard relay behind the passenger fuse box) is connected up to the indicator lamp in the instrument cluster. If you really want OEM looks, you can connect that (I checked and it is wired to the indicator lamp from EM02). It's too bad the engine compartment side of the EM02 Pin 4 wire is not included in the standard harness. :(
Here is a wiring diagram I've been working on for my own fogs. I plan on using two switches: One to turn the fog light system on and off, and the other one to control the rear fogs if the main switch is on.
http://webpages.charter.net/doohickie/Click_On_Index/2006Photos/Elantra/FogLightWiring.jpg
I think I've given up on a strictly OEM look on the switches, since I need two. To go completely OEM I'd need to get a rear fog from continental Europe and a new multifunction switch and I'm too cheap for that. I am thinking of putting two small rocker switches on the Rear Fog Light blank (next to the instrument panel dimmer), one which will light up blue or yellow depending on the front fogs I get, and the other will light up red for the rear fogs.
There are times when I would use the rear fogs if I had them. I don't need them much here in Texas, but when it rains, it rains HARD and the rear fogs would be nice to have. Note that the rear fogs only work on 5-door models (I think). And even then, you have to run the wires *all the way* to the connecor for the rear marker light next to the backup light (the rear fogs are the bright filament on that bulb... I currently have them wired to my brakes). There is a place on the passenger compartment fuse box for the rear fogs. It says R/FOG on the map on the back of the bin by the cover, but WebTech says "Not Used" for that fuse (Fuse 19). There is a 10 A fuse in there, and one side is hot.

I had just a generic rocker switch, but i ordered an OEM foglight switch to fit in a blank next to the dimmer... should be here tomorrow...

What part number did you order? I thought that was a Euro-only rear fog light switch that went there.

IIRC the Aussie versions have a foglight switch that is designed for a fit in the blanks next to the dimmer.. You can see it on the hand drawn diagrams/pictures on either Webtech or the Online Parts page I forget which.
It is only marked in one picture but it is there with a part number..

BradAussie fog switch for XD2 will not fit cleanly in American cars. The switch is not square to the panel and needs to be turned upside down to fit opposite the dimmer. When moved to that position, it does not sit flush wiht the dash fascia.
