Nopers,
I've had a high flow cat for ages with no CEL.
Check your wiring.
the stock O2 sensor runs 0-1 volt.
Im going to guess you have spliced your signal wire into the power wire for the heater core and the ecu is reciving 12 volts from the battery.....therefore "HIGH VOLTAGE READING" basicly its getting a signal that's way off the charts.
i'd just double check all of your connections are correct and you didnt mix them up.

Is the only function of the second o2 sensor to see if the cat is good or not? im just wondering if im losing power with the turbo becuase im getting the cel

It also HELPS to monitor if the primary is working properly as well. the main function tho is to monitor the catalytic converter. I have heard that when you have a CEL the ecu goes into "limp mode" but i dont belive this happens unless its a MAJOR problem. It is however something you deffinatly want to get fixed and it shouldnt be too difficult. im willing to bet you've got some of the wires crossed.
