I have a little 250cc mini buggy (go kart looking thing) and it rusting pretty easy from what it looks like. probably because when i take it out it gets wet then i throw a tarp over it and the dampness prolly speeds up the process. but anyways, what's the best way to prevent rusting? does that rustoleum paint stop rusting? i was thinking about painting it but then i remember they make acrylic and stuff that's clear would that work? the body is what is rusing not the engine the engine is a honda cn250 and it hasnt even hinted at a rust problem.

There's a lot of stuff designed to reduce the rust to black primer. I've used some of that stuff at various times on older vehicle. You wire-brush or sand off the rust powder and scales, then spray or paint the rust treatment stuff on as a primer, sand it down, then put your topcoat (paint) on. Rustoleum might help keep non-rusted parts from rusting, but in my experience, you need to do something more first on the rusted areas.

Move to a dryer climate. Say....SoCal! :D

Basically, don't let any "virgin" metal be showing. It needs to be coated to prevent oxidation. Once it starts though, painting over it without using a rust neutralizer will only slightly slow it down.
I used a product in the past called "Black Max" ...err... maybe it was "Black Magic." Anyway, as was said above, you wire brush (wire wheel is faster/easier) the rust off, paint on the black max (which goes on white) and it dries black. You can then paint over that and it + paint works as a sealant to keep moisture out.

I sometimes use a gel rust remover after sanding/wiring brushing ;especially if the metal is pitted. It etches the surface and helps the primer grab better.
If its a few removable parts that are mainly rusting , getting them powder painted is one of the better ways. Kinda pricy but really stands up well. Some factory paint is put on with this method.

Stip the cart down and send it to the sandblaster and get it powedercoated no rust ever again

Naval Jelly works rather well, just make sure to finish it with paint when you are done.
