I am looking to get new wheels and have my heart set on Motegi MRM's. I have looked around and only one website mentions that they require Tuner Lugs - here is the website: http://www.trixracing.com/Wheels/Package/wheelpkg.aspx?StyleID=22&Color=Polished&Name=Packages
Do I need them and what are they?
Please help.

I think spike was trying to allude to the fact he is sponsored by Motegi, and that he will see what he can find.
In my experience, I needed them. when I bought my Rotas, the OEM lugs were too big to fit into the holes in the wheel. the tuner lugs are smaller and allow for a smaller clearance.

Yeah, I had to get a set of "tuner lugs" for my aftermarket rims too. I think they were labeled "1.5 12mm" which I believe is the thread size/pitch. You'll need sixteen, of course.
I just looked at the page you had a link to and saw what you were going to pay for a set of wheels and tires. I've seen higher prices for packages at the Tire Rack, so you're not paying a whole lot. However, if you are somewhat flexible on your wheel style check Ebay for rims before you buy them retail. You can get a lot of styles -- look for 4X114.3 bolt pattern and 40 mm offset.
As an example I got a set of brand-new ADR Sokudo 17X7 rims for $360 including shipping from an Ebay auction and a set of four Kumho Escta 711 205/40R17 tires from the tire rack for $230 including shipping. Mounting / balancing ran ~$120. So the whole deal ran me ~$710 including all the shipping costs, not including the tuner lugs.
