So yeah Famitsu, a renowned Japanese magazine, published an article on the high quality of productions coming out of Quebec. The magazine takes the Ubisoft Montreal Studio as an example.

Quebec is a Heaven for Game Development
Quebec is a large province located in eastern Canada that includes Montreal, the second largest city in the country. The predominance of the French language and the strong French cultural influence makes the area very unique compared to the rest of North America.
In 1996, the Quebec government, in an attempt to promote industrial growth, started to support the video game and other related industries by subsidizing the salaries of their workers. As a result, there are now over 80 companies related to the video game industry operating in Quebec.
Ubisoft, a French company, does not have its largest studio in Montreal just for this subsidy. The city also offers a great deal in terms of 3D technology. Autodesk and Softimage, leaders in the 3D software, operate out of Montreal. This allows for game developers like Ubisoft to work closely with these companies to create better tools and greatly improve their production environment. This is how the Montreal studio was able to push the limits of gaming technology to create games like Assassin’s Creed and the Splinter Cell series.
Governmental support, tools and software developers and the concentration of game developers along with the high quality of education, (We visited a Video game School and a Japanese developer that went with us was very impressed with the quality of the students work.) all contribute the high quality of contents coming out of Quebec.
Games coming out of Quebec have only recently come to the attention of us Japanese but it is certain that we will have to keep a close eye on them in the future.
