Why is it kept in there? Is he trying to get more Nitrous in the tank by keeping it cold, or perhaps he is getting ready to fill them?

The colder the bottle the denser the charge in the bottle. the reason you use a bottle warmer though it to keep pressure constant as the bottle empties
