Are they the same? In other words will a beta1 header bolt up to a beta2?

Yes they do. I had a header for my 03 beta II motor that was for a 97-01 beta I. Some people say that they had to expand a bolt hole near the A/C location but I didn't have to do any of that it was a straight up swap.
