not really i didn't need them for after market wheels, its according to what type of wheel you are looking for, mine are vault wheels, and fit perfectly.

It really depends on the wheel. But it is rare to have a wheel with a perfect fit. Wheel manufacturers want to make their wheels fit on the most cars possible, therefore making the hub 'hole' the largest it will need to be. I needed adapters for my 17" Exel wheels. In general it is best to get adapters. They're not that expensive, and usually you can have them provided to you from the seller of your wheels.

The hubcentric rings are for safety too. It's not as simple as your aftermarket rims causing shaking if you don't use them.

The main reason you want them is because most aftermarket rims have bigger hub openings than your car's hubs; they're sized to fit the biggest hub on the list of cars they fit. Without the hubcentric rings, the weight of the car is being supported by the lug studs instead of riding on the hub's center. In a bad impact with a pothole or in an accident you can sheer off the lug studs since on the Elantra they're only designed to hold the wheel against the hub (part of the reason they're only 4 of them). If you hit a bad pothole or have your lugs unevenly tightened, there's more of a chance of damage to the lug studs or to the hub itself.

IMO That's also something a dealer could nail you for -- since the Elantra's suspension is designed to use the hub ring to support the car rather than the studs, the dealer could theoretically try to use that to give you a hard time about any warranty work on your hubs/suspension.

I got my hubcentric from discounttire through Ebay for ~$15 including shipping. That's a small price to pay for safety.

If you're spending ~$300+ for a set of rims and ~$250 to $400 for a set of tires, do yourself (and others you might hit if worst case scenario your wheel falls off) a favor and spend another $20 to do it right!!!

And if you can't find any on ebay, get them here: http://www.justforwheels.com/index.jsp

Go there and see if they make a product for your particular wheels and car. If they do, you need them - it's as simple as that.
