Car itself - not heavy to crane
Car + Water - bit heavier.. I dont think they factored the water in originaly

Its all about leverage! Notice the funny angle that the truck is in relation to the edge of the dock. Also notice how that translated into an eccentric angle on the boom with the car on it, and resulted in a wet crane! Bet that guy lost his job....

There's more pictures of this floating around the 'net where the green crane truck also topples over into the water, but they have been faked.

I've seen this before. actually, the other crane fell too. They're not supposed to lift heavy objects sideways, especially when the road is sloped down like that.

If it wasn't for the English writing, I would have sworn that was in Korea. Stuff like that happens all the time. :)
