Fog light questions

I am sure that these are newb question but I have searched and have not found any answers.

Is there a way to wire the fog lights so I can have them on without the headlights being on?

Thanks in advance. This board seems to be very friendly. I have been on some boards that do nothing but bashing, it is good to see that people are nice.

I have done part 1 (super easy) and have not gotten around to doing part 2 yet (soldering iron was not working when I went to do it).

Just a FYI, the harness wires changed colors, but they are the same position. The blue wire (13/10 postion) is yellow now.

By the way, I don't know about Utah, but in Pennsylvania, it is illegal to have your fog lights on when your headlights are not.
