It's an instant pop up. The first error was a fatal error, trying to locate 35mb or some such crap. I tried 6 times.
I was getting something similar a few days ago, when trying to post a new off-topic thread.

I had the same trouble when the title of my new thread was too long (I think in forced induction). I shortened the title and it worked fine.
