If it is protruding, then it's their paint on your car. Imprinted, your paint is scratched.
Don't use paint pens, it will be very obvious.
Wash the area like normal, use generous pressure with your fingers using your skin/finger prints like an ultra-fine sandpaper while washing after you ran over the area with your wash rag (micro fiber of course). Keep your fingers wet with the car wash. Use light pressure with your fingernails to get stubborn areas. Make sure you're hands are extremely clean before doing this.
You should be able to get most off this way. After the wash if there is still some left, wet sand lightly with 2000 grit paper. Keep a even cross pattern. Every area you are sanding should get equal passes. Might want to tape off your taillight. It will get a little hazy. You might be able to feel the groves of the scratch. Try to sand until it's flat/smooth. But keep checking to make sure you don't sand past the clear. When your done sanding, wash the area & wax with your favorite wax. Not spray wax, or wash+wax, use real wax.
