The number is a conservative estimate based on tests in 2 different locations in the USA, each one with a different climate and elevation. When you're outside of those two test areas and scenarios, you can get better or worse mileage. It also takes into account driving styles; hence if you drive like an old man, you can get better numbers than advertised.
